About the Technical Assistance

The South Asia Department of the Asian Development Bank (SARD) is implementing a Technical Assistance (TA) program to promote economic cooperation between People’s Republic of China (PRC) and India. The impact of this Technical Assistance program will be increased and inclusive economic growth with higher FDI flows between PRC and India. The TA outcome will be promotion of select states in India (Gujarat and Rajasthan to begin with) as preferred FDI destinations for PRC SMEs.


Objectives of the TA

The TA activities will include:

  •   Collecting FDI related data in the states to prepare investment consultation and information packs customized for PRC SMEs
  •   Organizing knowledge sharing and consultation workshops in the Indian states as well as in PRC by November 2015
  •   Facilitating investment study tours to the participating Indian states for PRC SME delegations
  •   Engaging resource persons in the "Resurgent Rajasthan", knowledge sharing and FDI consultation workshop to share knowledge and experience in FDI, in consultation with the state governments in November 2015
  •   Assist in establishing a bilingual website for potential PRC investors to address queries and issues such as infrastructure, environment, labor, tax, customs, financial regulations and policies


ADB will work with the State Government of Rajasthan and the Government of Gujarat in India, Guangdong Federation of Industry and Commerce (GFIC) and the Municipal Government of Foshan in PRC, as implementing agencies of the TA.


Knowledge sharing workshop for relevant government officials has been conducted on 23rd and 24th September 2015 in PRC. Investment information packs, bilingual consultation website tailored for PRC SMEs will be developed with assistance from relevant FDI authorities. The first SME delegation from PRC attended Resurgent Rajasthan in November 2015 and conducted investment study tour in Rajasthan and Gujarat. Further SME delegations and follow-up consultations will be scheduled in 2016.
